ESG Impact Dashboard - Transparency on funding social housing and communities
BayernLB / BayernLabo is looking for innovative partners to design a future-oriented ESG/KPI dashboard that makes the impact of funding for social housing and communities transparent, comparable and forward-looking. The goal: better indicators, better visualisation and a clearer understanding of how funding contributes to sustainability from different stakeholder perspectives. Both conceptual and technical approaches are welcome.
Who can participate?
This challenge is open to a broad range of innovators, including:
- startups & scaleups working on ESG, analytics, data modelling or visualization
- research teams in sustainability, data science, public policy or impact measurement
- specialised consultancies with experience in ESG/SDG logic, indicators or dashboard design
- tech providers capable of building adaptable prototypes or data structures

Target
The long-term goal of BayernLabo is to establish a holistic, future-oriented ESG/KPI dashboard that enables the organisation to understand, manage and communicate the impact of its public funding activities. Such a solution should ultimately provide:
- an integrated view of impact, combining current performance with future developments (e.g. climate adaptation, demographic change, regulatory trends),
- a coherent logic of indicators and data, building on but not limited to the existing SDG mapping
- transparent and accessible visualisations for the three most relevant stakeholder groups: internal management, the Free State of Bavaria and the public
Maturity of approaches
Within this challenge, BayernLabo is open to different levels of maturity and solution types:
- conceptual frameworks,
- data models and indicator systems,
- visualisation prototypes (mock-ups),
A fully functioning software product is not required, but associated references to potentially usable open source software are appreciated. Existing tools or technologies may be used, as long as they can be adapted and contextualized.
Innovation Focus
The core innovation of this challenge lies in designing a better logic for how public funding contributes to SDGs as well as other ESG KPIs and proposing a dashboard solution that can grow over time.
1. KPI & Indicator Design:
- proposing meaningful ESG/SDG indicators tailored to public-sector housing and municipal funding
2. Data Logic & Future Modelling
- integrating additional impact dimensions (e.g., climate resilience, demographic shifts)
- deriving forward-looking indicators based on public demographic, climate, geo or regulatory datasets
3. Multi-Stakeholder Visualisation
- creating clear, intuitive ways to communicate impact to management, ministries and the public
4. Integration & Structure
- transforming today’s fragmented reporting (multiple documents, static PDFs) into a coherent, structured system
Strong submissions may focus on one or several of these areas.
Solution Requirements
Must-have: A valid submission must include:
- A clear concept for how BayernLabo’s ESG/SDG impact can be understood and communicated.
- An initial indicator/KPI logic, building on but not limited to SDG mapping and BayernLabo’s mission.
- Clear assumptions on which public or conceptual data sources are used (data availability).
- A visualisation idea (mockup, sketch, simple prototype – low fidelity acceptable).
Nice-to-have: These elements strengthen a submission but are not required:
- Forward-looking indicators (e.g., climate adaptation, demographic trends, regulatory evolution).
- More advanced visualisation & prototypes (e.g., clickable prototype).
- Ideas that could enable a future open-source implementation path (optional, not required)
- Basic technical feasibility: concepts must respect EU data protection requirements (DSGVO) and ensure that any proposed components could operate within EU-based infrastructure
Not in scope: To avoid misalignment, the following are explicitly out of scope:
- Rigid tools that cannot be customised for BayernLabo.
- Generic ESG dashboards with no connection to public-sector funding logic.
- Pure governance, compliance or GRC-focused solutions without a clear ESG/SDG impact logic are out of scope.
Partner Requirements
BayernLabo welcomes contributions from startups, scale-ups, research teams, specialised consultancies and tech providers. We are open to different types and maturity levels of solutions.
- Understanding of ESG/SDG topics at a level that allows meaningful work on indicators and impact logic
- Willingness to engage in a collaborative and iterative process
- Willingness to design solutions that are adaptable to BayernLabo’s public-sector context
- Compliance with EU data protection (DSGVO) and ethical standards
- Alignment with BayernLB/BayernLabo’s Sustainability Agreement
